Drug-exposed infants and the Miami criteria for judicial decisions in dependency cases

In Miami, Florida, USA, a significant percentage of infants are born exposed pre-natally to cocaine and other drugs. The most serious cases are referred to state civil courts where judges decide whether to permit the newborns to live with their parents who are attempting recovery from drug dependence. This article describes the judicial process for child neglect and abuse decisions in the United States; law and policy that applies to drug-exposed infants, and recent medical and social science research on how pre-natal drug use by the mother affects the child's development. The article explains the Miami court's recent project to develop criteria for a judge's decisions about drug-exposed infants and their families.
